Museveni was certain about his appointees’ merits, says Gov’t spokesman on new cabinet

As any Ugandan would require, the cabinet Ministers/Ministers of state choices should be based on merit not identity. There are face revealed on the new cabinet that have left the several surprised, and raising public debate. What do you think of the new cabinet?

In the new line-up, President Yoweri Museveni has reappointed his Vice President Edward Kiwanuka Ssekandi and Prime Minister Ruhakana Rugunda and maintained Matia Kasaija and Irene Muloni as the important finance and energy ministers respectively.

President of Uganda Federal Alliance Hon Betty Kamya is on the new Cabinet list. She is now Minister in Charge of Kampala, Replacing Hon Frank Tumwebaze who has now been moved to Ministry of Information and National Guidance where there was Maj Gen Jim Muhwezi.

The President has named outgoing Minister of State for Karamoja, First Lady Janet Kataaaha Museveni as the new Minister in Charge of Education and Sports. Mrs. Janet Museveni replaces Hon Jessica Alupo expunged from cabinet.

Dr. Jane Aceng at health and Betty Amongi in charge of Lands, Housing and Urban Development. It has been observed that the new list of ministers has more women than men.

The President also retained Maj Gen Kahinda Otafiire,  Hon Rev .Fr.Simon Lokodo as the Minister in Charge of Justice and Constitutional Affairs and State Minister of Ethics & Integrity respectively.

Was there anything that surprised or disappointed you about the new cabinet appointments? Is it a notably youthful cabinet. Will that be a problem or an asset?

Andrew Karamagi, a human rights lawyer and political commentator has told Reuters the new cabinet’s selection criteria appeared based on a need to balance varied ethnic and religious interests to maintain a broad base of political support.

“It’s less about performance, about delivery, about citizens,” Karamagi said.

Government spokesman Shaban Bantariza has rejected the accusation, saying Museveni was certain about his appointees’ merits.
